SUGAR LAND, Texas. One of the Houston region’s most recognizable industrial landmarks is entering a new chapter. Sugar Land has launched a $15 million effort to preserve the historic Imperial Sugar Char House, an eight-story building that has stood vacant for more than two decades.
Protecting a Century of History
Constructed in 1925, the Char House once formed part of the Imperial Sugar refinery, a major force in the community’s development. After refinery operations closed in 2003, the building remained a prominent but deteriorating reminder of the city’s industrial past.
The city acquired the roughly 40-acre Imperial Historic District in June 2025 and has been developing a long-term vision for preservation and redevelopment. City Council approved the Char House preservation plan in October 2026, with a groundbreaking ceremony scheduled for November 5.
What the Restoration Includes
The planned work includes a permanent roof, exterior wall repairs, selective steel and masonry restoration, historic window repairs and improvements to electrical and mechanical systems. The project also calls for restoring the well-known Imperial Sugar sign and returning it to a historically appropriate location.
Urbano Architects is leading the design, while Bellows Construction is serving as construction manager. Construction is expected to begin in December 2026, with preservation work targeted for completion in spring 2028.
What Could Come Next
The preservation effort is intended to stabilize the landmark and prepare it for possible future uses, which could include offices, restaurants, retail and other commercial activity. Those possibilities are not finalized tenant commitments, and the building is not yet reopening to the public.
The city says the work is funded through economic development sales tax corporations and supported by previously issued financing for acquisition and preservation. Officials describe the project as part of a broader effort to turn the former refinery property into an active destination without erasing its history.
Why It Matters
Historic industrial buildings can connect residents to the labor, businesses and communities that shaped their cities. Preserving the Char House offers Sugar Land a chance to retain a distinctive piece of its identity while planning for future development.
